Due to outdated regulations and lack of enforcement, puppy mill owners are able to get away with providing LESS than the bare minimum of care to the animals. Puppies spend 24/7 in tiny, filthy, wire-floored, stacked cages with no ability to run and play. In the worst cases, some dogs don’t even have enough food and water. But there's hope on the horizon: the Puppy Protection Act.
