Biden Puts Spotlight On Solar

Riverside Press-Enterprise - Vice president Joe Biden’s stop Wednesday, Sept. 16, at the Solar Power International conference in Anaheim underscores what solar backers say is the importance of federal help for the industry. Solar developers big and small now face financial uncertainties as the expiration date nears for a 30 percent tax credit for completed alternative energy projects, said Rhone Resch, president and CEO of SEIA. “We have several projects virtually sprinting to finish by 2016,” Resch said during a recent telephone interview. “This administration understands the importance of solar energy to our economy, energy strategy, and, in long run, the cleaning up of the air,” Resch said.

U.S. Solar Heads for Slump in 2017 If Tax Incentive Is Cut |
Bloomberg Business – The U.S. solar industry will slump in 2017 if Congress allows a key federal tax credit to lapse, Bloomberg New Energy Finance said in a report. The Investment Tax Credit is due to be cut at the end of next year, and the London-based research company expects total solar installations in the U.S. to surge to 11.3 gigawatts in 2016 as developers race to qualify. The following year, the market will plummet 70 percent, according to a report released last Tuesday.

PV Magazine - In a strong show of leadership in the fastest-growing renewable energy industry in America, the Solar Energy Industries Association (SEIA) today issued the SEIA Solar Business Code to further transparency and understanding in solar power transactions, while maintaining high levels of competitiveness. “We are leading by example,” said Rhone Resch, SEIA president and CEO. “Solar has long been known as the right energy choice for many reasons. We’ve had a Code of Ethics for years, but wanted to push further in consumer protection. SEIA and the solar industry are taking the right path in helping to make sure both solar companies and consumers fully understand each and every transaction.”

Solar Industry Applauds Democratic Energy Bill
SEIA today commended Senate Democrats, including Sens. Harry Reid (D-Nev.), Charles Schumer (D-N.Y.), Ron Wyden (D-Ore.), Maria Cantwell (D-Wash.) and more, for their thoughtful inclusion of smart, job-creating clean energy incentives in their newly-announced energy policy bill.

Large-Scale Solar On The Rise
POWER Engineering – There are a myriad of predictions for what would happen to the U.S. solar industry if the federal investment tax credit were to decrease from the current 30 percent to 10 percent in 2017. The predictions range from an extreme disruption of the industry to a 12 to 18 month hiccup in the industry’s rapid growth of the past few years. “I think right now people are proceeding with cautious optimism,” says Katherine Gensler, director of government affairs for SEIA. “This is in contrast to say the last five or six years, where there was sort of a booming industry and a growing industry.” Gensler adds that the eight year ITC extension that the industry received in 2008 allowed the industry to grow and especially helped larger utility-scale projects that had long lead times.

DOE Releases Second Quadrennial Review
The Energy Department released its second Quadrennial Technology Review (QTR), examining the current status of clean energy technologies. The report finds that emerging advanced energy technologies provide a rich set of options to address the nation's economic, security and environmental challenges, but continued improvements in cost and performance are crucial to the large-scale deployment of these technologies.

California Passes 50% RPS
California passed SB 350, which raises the RPS to 50 percent by 2030. Beyond raising the state’s standard, the bill sets out a framework for the development of an integrated resource planning process and creates a process for expanding the California Independent System Operator to states across the West.

California Climate Law An $8.6 Billion Coup For Solar Utilities
Bloomberg Politics - The mandate for renewable power is a “huge win” for Californians and the state’s $11 billion solar industry, Sean Gallagher, SEIA's vice president of state affairs, said in a statement. He said the future of small-scale rooftop solar will depend on a regulatory ruling on the ability of homeowners to sell power back to the grid.

New Grant Connects TSF WIth Local Communities
|
The Solar Foundation has been selected as the recipient of a three-year, $10.3 million funding award through the U.S. Department of Energy SunShot Initiative. Part of the broader Solar Powering America by Recognizing Communities (SPARC) award, the funds will allow TSF and its project partners to substantially expand existing efforts to provide technical assistance to local communities across the country to help them become more "solar friendly" by addressing soft-cost issues and implementing solar development best practices.

Solar Pros Celebrate Achievements At 2015 Top Solar Contractors Gala
|
Three-hundred-fifty solar professionals, representing more than 110 solar installation and development companies, celebrated Monday, September 14, 2015, at the Top 500 Solar Contractors Gala. The annual event recognizes solar contractors listed on the Solar Power World Top 500 Solar Contractors list for their contribution and dedication to the solar industry. Held at the Hilton Anaheim, the Gala included networking, dinner and awards. The president and CEO of SEIA, Rhone Resch, opened the night with stirring remarks on the necessity of the ITC extension and the achievements of attendees.

EPRI, SunEdison Partner On Net-Zero Energy Home Pilot Project
|
The Electric Power Research Institute (EPRI) is overseeing a pilot project to build nine net-zero energy homes in Fontana, California. SunEdison will supply advanced battery systems for the endeavor. Also partnering on the project are national homebuilder Meritage Homes, which is constructing the houses, the California Public Utilities Commission and local utility Southern California Edison. The research institute is leading the project to evaluate how net-zero energy homes that generate and store their own energy impact the local electricity grid. The is project is significant for the state’s future grid planning: Under the California Public Utilities Commission's Energy Efficiency Strategic Plan, California aims to have all new homes be net-zero starting in 2020, and all new commercial buildings by 2030.

Sunrun Awarded Change Prize By SunShot Initiative To Make Solar Installations Faster
|
Sunrun has been awarded a Change Prize by the U.S. Department of Energy SunShot Initiative and will participate in the SunShot Prize: Race to 7-Day Solar. The competition launches Sept. 22 with a goal to motivate local governments, communities, solar companies and electric utilities to shorten the time it takes to get solar on a home to one week. Over the next 18-months, Sunrun will compete with four other teams to cut the permit-to-plug-in time for small PV systems up to 100 kilowatts. Sunrun will install a minimum of 10 megawatts (MW) of residential solar installations and work to continuously reduce the time it takes from when a permit or interconnection application is submitted to the time the solar system is activated. The Energy Department will award scores for time, performance and replicability.

SunPower To Build 20-Megawatt Solar Power Plant For Arizona Cooperative
|
Sulphur Springs Valley Electric Cooperative (SSVEC) and SunPower announced that SSVEC signed a 20-year power purchase agreement (PPA) with SunPower to build a 20-megawatt (AC) solar photovoltaic (PV) power plant in Cochise County, Arizona. Expected to be operational by the end of 2016, the plant is anticipated to generate enough electricity to serve the needs of approximately 4,500 homes, based on estimates provided by SEIA.

EnergySage: From Shopping To Investing, Online Platforms Are Changing The Business Of Solar
|
When EnergySage CEO Vikram Aggarwal looked at the results of his company's solar-homeowner survey conducted earlier this year, he was happy to see they validated his instincts. In one question, the 4,000 homeowners who participated were asked where they got the idea to buy solar. Only 30 percent of them said they were influenced by an advertisement or solar company salesperson. The other 70 percent said they started their solar journey through an internet search, social media, news stories, personal recommendations or a community event.

NRG Will Separate Renewable, Fossil Generation In Major Reorganization
|
NRG Energy announced plans Sept. 18 for a major corporate restructuring, separating its clean energy business from its traditional generation and electricity retailing subsidiary. NRG's new "GreenCo" unit will include its rooftop solar business, electric vehicle charging initiatives, and its large-scale renewable energy developing business. Beginning in January 2016, that division will operate separately from the company's traditional wholesale generation and retail business. NRG will also sell equity in its 814 MW wind portfolio to its yieldco, NRG Yield, which will remain separate as well.

Bloomberg New Energy Finance released a new analysis last week that forecasts the impact of the ITC extension on the U.S. solar market. The results show a dramatically negative impact to the industry with 22 GW and more than 80,000 jobs lost if the ITC is not extended.

Westar Energy issued a RFP for solar garden generation resources through Westar ownership, power purchase agreements (PPA), or other transactions. Westar’s ultimate decision to add solar resources and the size of the added resources will depend upon customer interest, overall costs, the status of state and federal policy on renewable resources, and regulatory treatment. In 2016, Westar Energy will offer customers an opportunity to participate in one or more solar gardens that will be built in central and eastern Kansas. Detailed information about how Westar customers can participate and the rate plans will be available next spring. Solar projects submitted to the request for proposals must be between 1 and 10 megawatts, be built within Westar’s retail territory and minimize environmental impact. Developers must have a proven record of successful large-scale solar installations. Westar will consider proposals that include transfer of ownership to Westar, long-term purchase power agreements or other arrangements proposed by the developer.

Duke Energy today issued a request for proposals (RFP) for about 53 megawatts (AC) of utility-scale solar capacity to be in-service in its South Carolina service areas by the end of 2016. The announcement is another step forward in Duke Energy's Distributed Energy Resource Program, which was approved by the Public Service Commission on July 15. It marks an important milestone in realizing the vision of Act 236, or the Distributed Energy Resource Act of 2014. The RFP gives bidders the flexibility to offer a power-purchase agreement to the company, and/or to provide a proposal through which Duke Energy would take ownership of the proposed project. Utility-scale projects should be greater than 1 and no more than 10 megawatts in capacity. In a separate RFP, the company seeks up to 5 megawatts of solar capacity for its Shared Solar Program, an innovative offer that will allow multiple customers to subscribe to the output of a specific solar facility and share in the economic benefits of the power produced. Projects should be greater than 250 kilowatts and no more than 1 megawatt of capacity. The company anticipates the Shared Solar Program will be particularly attractive to customers who want to receive the benefits of renewable energy but may not be able to install solar on their premises, such as renters or those who live in multi-family housing.

Minnesota Power Issues RFP For Solar Generation |
Minnesota Power is issuing a request for proposals (RFP) for the procurement of 1 MW solar power as part of its EnergyForward strategy and to meet Minnesota's solar energy standard. The solar power will be purchased under a long-term power purchase agreement. The solar generation facility must be located within St. Louis or Carlton Counties. Furthermore, in order to fully utilize the value of the solar investment tax credit, the solar generation facility must begin generation in 2016.

Soboba Tribal Council Issues RFP For Solar Project |
The Tribal Council for the Soboba Band of Luiseno Indians, located near San Jacinto, Calif., invites qualified firms to submit proposals to design, engineer, procure, construct, and potentially supply or identify tax partners for a solar photovoltaic electric power project. The project is to be a ground-mounted system not to exceed 1.12 MW in capacity.

Windham Solid Waste Management District Issues RFP |
The Windham Solid Waste Management District (WSWMD) is issuing a request for proposals (RFP) to construct a new solar energy facility of up to 5 MW at the Windham Solid Waste Management District Landfill in Brattleboro, Vermont. The District will consider proposals from national, regional, and local solar energy facility development entities with the funding capacity, knowledge, and experience to develop a solar energy facility on a closed landfill.

RFP For 40 MW Solar At Fort Hood, Texas |
The proposed project combines the purchase of electricity from an onsite PV generation asset with offsite wind power. The solar renewable energy generation system is estimated at 40 MW. Army will purchase power from onsite solar system at a price at or below projected utility rates and supplement with offsite wind power. A pre-proposal event will be conducted at Ft. Hood, TX on November 6 for the purpose of answering questions regarding this solicitation.
